If you assume the reference to "North of SR 92" indicates the area next to SR 92 (which is most likely) then the item refers to the proposed commercial district along the southern border of TM.

A broad interpretation of the statement however could include any and all parts of TM.

LEHI CITY PLANNING COMMISSION AGENDA
Notice is hereby given that there will be a Lehi City Planning Commission Meeting held Thursday, October 9, 2008
at 7:00 p.m. in the Lehi City Council Chambers located at 153 North 100 East. The agenda shall be as follows:
1. CALL TO ORDER
2. OPENING OF PUBLIC HEARING ITEMS (Public input and Planning Commission action will be taken
after the regular agenda items)
3. REGULAR AGENDA
3.1. Sid Peterson – Requests a Major Home Occupation permit to operate a daycare from her home located at
1051 West 2550 North in an existing Planned Community zone.
3.2. Lehi City – Requests review and recommendation of an amendment to the Lehi City Development Code
Chapter 26, Accessory Uses, Buildings and Structures (tabled from the September 25, 2008 Planning
Commission Meeting).
4. PUBLIC HEARINGS
4.1. Marvin Gray - Requests review and recommendation of zoning on the Marvin Gray Annexation,
approximately 2.43 acres of property located at approximately 2300 West 1000 South to proposed R-1-22
(Residential/Agriculture) and TH-5 (Transitional Holding) zones.
4.2. Ivory Development – Requests review and recommendation of a proposed amendment to the previously
approved Ivory Ridge Area Plan requesting a change to the square footage requirement in the Medium
Density Single Family portion of the Ivory Ridge Area Plan.
4.3. Butler Harris Davey Architects – Requests Conditional Use and Site Plan review for a new church located
at 3679 North Bluegrass Boulevard in an R-2 (Medium Density Residential) zone.
4.4. Daniel Wolf – Requests review and recommendation for a General Plan Amendment on property located at
388 West 1500 North from an LDR (Low Density Residential) to a C (Commercial) land use designation.
4.5. Lehi City - Requests an amendment to the Lehi City Development Code to add a new chapter 12-A,
entitled “Hillside Preservation and Grading” including regulations and procedures for development in areas
with steep slopes.
4.6. Mountain Home Development – Requests an amendment to the Traverse Mountain Area Plan to include
variances from the City requirements for Hillside Preservation and Grading. (Approximately 2600 acres
located north of SR-92 between I-15 and approximately 300 West.)

5. CITY BUSINESS
5.1. Discussion of Lehi City Sign Ordinance, Chapter 23 of the Lehi City Development Code.

Since this issue does not fall solely within the parameters of the HOA, I suggest we add it to the discussion list at the October Town Hall meeting on Oct 15th. I will obtain further information in the interim.

Skreed, we share the same woes in our neighborhood. I believe that we were trying to get the city to take over maintainance of the lights. I remember Karl saying that the expense of replacing the bulbs in the existing lights was higher than anticipated.

I would assume that MHD would have to add the lights...not sure that the city would get involved. Hopefully Gordon can comment.

With the weather staying warm my wife and I are taking more night walks and noticing just how poorly lit the streets are. Aside from more people turning on the exterior lights on their houses, it would be nice to see more street lamps. Maybe Gordon can chime in on this one, who ultimately is responsible for more community lighting, the developer, Lehi City, or HOA? I'm surprised that more lighting wasn't planned into this Master Planned Community.

roshayne - I am under the impression that the master builder put in the amenities and that the community enhancement fees are going to maintain and add to the amenities (boats for the lake, etc.). It is also my understanding that this is the normal way a master-planned community is run. The master developer foots the bill for the initial construction of the amenities and then the HOA maintains/enhances.

I have also said that I would be very willing to pay the community enhancement fee if we had amenities to "buy into". It is clear that MHD doesn't exactly have the best reputation of building out those things described in the concept plan. I really like a lot of the concepts that they have put together; however, I am under the firm belief that they should have been built back in 2005. We have a great concept of a tennis/swimming pool recreation area that was announced and confirmed at both community and city meetings. I expect that we won't see this for 3 to 5 years as we have been told that we need more houses in order to support such a park. Again, my opinion is that if you build it, they will come...

Despite what anyone has to say about Daybreak, Rainey Homes reported that they sold 50+ homes last month in the 400 to 700k range. You have to sell homes in order to collect the enhancement fee...I don't believe that we had many (any?) homes sold last month in TM outside of shortsales and foreclosures.

Given the current amenities, who in their right mind would want to pay an enhancement fee in TM??? Give me a guarantee that amenities will be built in the next year and I will give the HOA/MHD $1,000 out of my pocket tomorrow. Heck, I would give more...Those who know me understand that I am committed to this community and am more than willing to pay my share and encourage others to do the same, but I expect an reasonable ROI...

Here are some links to articles with pictures. I see the comments are mostly negative, but personally I think it looks kind of interesting.

I'm not sure how everybody can decide anything from these pictures, so I get the feeling that anything that didn't look like standard Deer Creek construction would get hammered. Even then people would just complain. At least someone is trying to do something to improve the location. There are a lot of hurdles, but I like to see someone who actually can be positive instead of all the haters behind their keyboards.

But would you be willing to pay a $1500 to $3500 enchancement fee when you bought your house there? I think that's the point that the HOA staff is making, that Daybreak's amenities are being paid mostly by enhancement fees from home sales, not from their $80 p/month dues. Without those enhancement fees coming in on a regular basis, their dues could easily be double or triple that. If Traverse Mountain residents had been willing to let the HOA put into effect their proposed enhancement fees (I think it was only around $1000 from each sale) then there wouldn't be so much pressure on our dues going up every year. But as it is, they've waived all home sales from the enhancement fees unless it's like the second sale of the house after January 2008. At that rate it's going to take a few years before they really kick in. In the meatime, our dues will just keep going up and up.

Scoop - I am sorry to hear that you haven't gotten all that you expected. It does seem that you have a lot of what they talk about in the Welcome center. I do see lakes stocked with Fish, schools, parks, churches, rec centers, etc. I have walked through these amenities, so I know that something is getting done. Looking at what you have right now, I would be more than willing to pay $80/month (which includes Internet) in HOA fees.

I don't know anything about it but it sounds like something Richmond would be forced to do and the way they'd do it.

I believe the builders are required to include at least 2 trees in front yards and 2 trees in the front strip for each house. If you had 4 and now have 5 then disregard the above. If you had 3 and now have 4 . . . . .

It's too bad that the developers do not hold up to what they are selling. We will probably pay higher cost and not see anything from it.
As for Day Break I have heard of the same thing. But their are communities out there where the developer has delivered what they have drawn out in their concept plans. As for wages I hope TMMA is not be paying people in this area as they get in CA.
